Regulations for Reading and Lending Book Services

Chapter 1: (services and regulations)
Article 1: From the date of issue, the membership card will have a validity period of one full solar year. A membership card can be renewed for another year by submitting a new letter of introduction and paying the annual membership fee if a member wishes.
Article 2: Approval from the honourable board of directors of the organisation will determine the annual membership fee for members of the book lending department.
Note 1: The annual membership fee will not be paid by the following individuals: people covered by Imam Khomeini (ay God bless him with his mercy) Relief Committee, welfare, retirees, employees of the organisation (official, contractual and corporate), holders of doctorate and master's degrees and their equivalent in the seminary, as well as researchers who have authored articles (articles and books).
Article 3: Members are the only ones who can borrow books and must present their membership card.
Article 4: At each turn, two copies of the book can be loaned for no more than 2 weeks.
Note 1: Up to 4 copies of the book may be received by members with a doctorate degree or its equivalent in the seminary. Up to 3 copies of the book may be received by members with a master's degree or its equivalent in the seminary.
Note 2: Members of the Samen inter-library loan plan can receive an additional book copy beyond the set limit.
Note 3: If no one else requests it (with no reservation), the loan period for books can be extended for another 2 weeks.
Note 4: The lending of reference books is not permitted.
Note 5: The head of the library's opinion determines the loan period for books that are most sought after.
Article 5: Members are allowed to take 2 book volumes from the library for photocopying and return them promptly by letting the hall administrator know and lending their membership card.
Article 6: Members are prohibited from bringing personal bags or books to the library, and they cannot read personal books in the hall either.
Article 7: In the event that the membership card is lost, the member is required to prevent others from using it by informing the library to issue a duplicate card in accordance with the regulations.
Note 1: As soon as the missing card is found, the library should be notified immediately.
Chapter 2: (fines and disciplinary cases):
Article 8: When the membership card is taken away due to abuse or sharing it with others, the offending member will lose access to library services for one month, and if it happens three times, their membership card will be invalid.
Article 9: If a member removes books without permission from the library, they will be denied library services for a month, and if they continue to do so, their membership will be cancelled.
Article10: Members will have to pay a monetary fine if they don't return borrowed books on time, and they may also lose the right to borrow books.
Article 11: delay for the first time: Receiving the book is denied for the period of delay and a fine of 2000 Rials will be charged for each copy of the book for every day of delay.
Article12: delay for the second time: Receiving the book is disqualified twice as long as the delay period, and there is a fine of 4000 rials per copy of the book for every day of delay.
Note 1: Cancellation of membership will occur if the total delay period exceeds 3 months twice.
Note 2: If the amount of the fine is increased above the price of the book, seek the opinion of the head of the library before taking any action.
Article 13: delay for the third time: The membership card won't be valid anymore.
Article 14: If the member loses their membership card, in addition to blocking it, they will be denied books for one month the first time, for two months the second time, and up to the end of the card's validity for the third time.
Note 1: For each duplicate card issued, a fee equivalent to the membership fee will be charged.
Article 15: If the membership card is damaged and cannot be used, the members are required to replace it by presenting it with a photo and paying the fee in accordance with Article 14 of Note 1.
Article16: In the event that a loaned book is missing, the member is obligated to buy the original book and give it to the library's head after being notified. When a book is rare, it must be prepared in accordance with the expert opinion of the Library Services Department.
Note 1: If the member fails to prepare the missing books on time and is negligent, they will be penalized as in the case of late books.
Article 17: If the borrowed book is damaged or torn, the member will be charged for binding and restoration based on the organisation's restoration expert's opinion. If the book becomes deformed, it will be dealt with in accordance with Article 16.
Note 1: If the book cannot be fixed, the member must get it ready for replacement.
Article 18: The library requires members to observe silence, discipline and maintain Islamic manners. If a member fails to observe these rules and repeats them, they will be punished according to disciplinary regulations.
Note 1: The organisation's disciplinary committee makes the final decision on violations of general, disciplinary, administrative, moral and political regulations given in the organisation's disciplinary regulations.
Article 19: The Vice President of Affairs for affiliated libraries is responsible for deciding what action to take in unseen cases in the regulations.
Chapter 3: (praises):
Article 20: Active members of the library are introduced during the book week of every year (November) for those who observe with all organisation regulations and rules, receive the most books on loan, and have the shortest delays in a year. The organisation will show appreciation and award them with prizes.
