Family Membership Regulation
The Organisation of Libraries, Museums and Documents Centres of AQR, in accordance with the Supreme Leader's statement that books are essential to people's lives, started family membership in the covered libraries to improve their services.

Chapter 1: introduction
Children's growth and development are greatly impacted by the family, which is the smallest and most influential social unit and parents are recognized as the best and first guides for children when encouraging them to read books. Starting with the family as the first step is crucial to institutionalizing the culture of books and reading in society.
Therefore, the Organisation of Libraries, Museums and Documents Centres of AQR, in accordance with the Supreme Leader's statement that books are essential to people's lives, started family membership in the covered libraries to improve their services.
In order to ensure that the procedure was consistent and coordinated, the deputy of affiliated libraries created the following regulation.
Chapter 2: purposes
•    Promoting and enhancing reading culture and programs within the community and family
•    Enhancing family's leisure time
•    Saving both time and money for the family
Chapter 3: Definition 
Family membership: This plan allows family members to join the library as a group and use the library's loan services by presenting their membership card.
Head of family membership: In this plan, the head of the family is identified as the head of the family and receives the membership card, while other family members are labelled as the membership subset.
Chapter 4: The way of granting membership:
Article 1: To issue a family membership card, the guardian must finish the membership form and provide a photocopy of their national card, birth certificate (first and second pages of the birth certificate), as well as a photocopy of their dependents' national cards as a subset. Upon the issue of the membership card, members and those in the group can use the library services by presenting a membership card or identification card (for those in the group).
Note 1: The head of the family membership group is responsible for any delay in return or damage caused to borrowed books.
Chapter 5: How to provide services 
Article 2: The membership card will be valid for a full solar year from when it is issued. The membership card can be extended for another year by the head of the family by submitting documents and paying the annual membership fee as desired.
Article 3: To receive a family membership card, an annual membership fee of 100,000 Rials must be paid.
Article 4: To use the family membership plan, you must have at least two family members.
Note 2: To participate in the family membership plan, members must meet the age requirements of the library in question.
Article 5: To borrow resources, the head of the family must present their membership card, while subset individuals must present a valid identification card and family membership card.
Article 6: For a maximum of 2 weeks each time, each family member receives 2 copies of books and 2 copies of visual and audio resources.
Note 3: Families are required to pay a fee that is equal to the relevant regulation for using audio-visual resources.
Note 4: The loan period for the borrowed items can be extended for another 2 weeks, provided that there are no requests or reservations from others.
Note 6: The head of the library has the final say on the loan period for reference books.
Note 6: In the event that the membership card is lost, the member is obligated to issue a new card in accordance with the rules and notify the library to prevent others from misusing the card.
Note 7: If the missing card is discovered, the library should be notified immediately.
Chapter 6: Penalties and disciplinary cases:
Article 7: If the membership card is misused or made available to others (except family members), library services will be denied for one month from when it is confiscated, and if it is repeated for the third time, the family membership card will be voided.
Article 8: Members are required to pay a fine based on the regulations if they fail to return the loaned resources on time.
Note 8: Delay of the first time: The delay period will result in exclusion from borrowing resources and a fine of 1000 Rials for each book copy per day of delay.
Note 9: delay of the second time: Borrowing book resources is prohibited for twice the delay period and a fine of 1000 Rials is imposed for each copy of the book for every day of delay.
Note 10: If the delay lasts more than 3 months for two consecutive times, the membership will be terminated.
Note11: If the fine is higher than the price of the book, the head of the library will give their opinion.
Note 12: delay for the third time: The membership card will be void.
Article 9: If the membership card is lost, the members will be unable to receive books for the first time for one month and for the second time for two months, In the third time, they will not be able to receive the book until the credit of the card expires.
Note 13: Each time a duplicate card is issued, a fine equal to the membership fee will be charged
Article 10: If the membership card is not usable because of damage, members must change it after submitting it along with a photo and paying the fee according to Article 10.
Article 11: In case of missing, damage or torn items, the head of the family is obliged to purchase the same source after being informed or to pay the cost of binding based on the opinion of the restoration expert of the organisation, If the book is scarce or cannot be repaired, the member should buy it based on the expert opinion of the Library Services Department.
Note 14: According to loan regulations, if the head of the family is late and negligent in providing the missing resources, he/ she will face exclusion and a late fine.
Article12: It is necessary to observe silence, discipline and preserve Islamic manners at the library, and if the offending member fails to follow the rules and repeats them, they will be dealt with according to the disciplinary regulations.
Article 13: The organisation's disciplinary committee's decision is the basis for violating general, disciplinary, administrative, ethical and political regulations, examples of which are mentioned in the organisation's disciplinary regulations.
Article 14: The deputy of affiliated libraries will be responsible for making decisions in cases that are not anticipated by the regulations.
Article 15: After one year from the implementation date, the deputy of affiliated libraries can propose a revision to this regulation.
This regulation, which contains six chapters, fifteen articles and fourteen notes, was approved on 7/8/2014 after confirmation by the honourable chairman of the organisation and approval by the 280th meeting of the honourable board of directors of the organisation.
