Introduction
Written culture in the region and the Islamic world is primarily represented by the Organisation of Libraries, Museums and Documents Centers of AQR, which is one of its most significant treasures. This cultural organisation's affiliation with Hazrat Reza (AS) holy shrine has resulted in annual donations of vast amounts of information resources (manuscripts, lithographic books, printed books, etc.) to this blessed shrine by devotees. After examining the printed works that have been received and restocking the deficits in the repositories of the Central Library halls and affiliated libraries, additional printed resources are kept in the book warehouse. In recent years, the Organisation has encountered difficulties with the excess of printed donation books that exceed the demand, as well as the expenses of organizing, preparing and maintaining. Additionally, the organisation has had trouble finding space to store these resources. To enhance the utilization of donated printed resources and alogn with its twenty-year goal of promoting books and book reading, the Organisation of Libraries, Museums and Documents Centres of AQR donates and exchange left over resources to the applicant's scientific, cultural and educational centre. The Deputy of Affiliated Libraries Affairs developed the regulations below to maximize the use of donated resources and ensure consistent and coordinated procedures.
Chapter 1: Purposes
1. Enriching the Organisation's collections by exchanging surplus resources.
2. Contributing to the enrichment of the library by aiding educational, cultural centres, mosques and etc.
3. Promoting book culture and book reading
4. Promotion of society's information literacy
5. Promotion of society's information literacy
6. Reducing the expenses associated with prepping, organizing, storing and resolving the issue of space to maintain accessible resources.
Chapter 2: Conditions for exchange and donation of resources
1. If organisations, institutions, scientific, educational, cultural centres, mosques and libraries apply for the book exchange, they can select the resources they need from the surplus resources of the Organisation based on the number of transferred resources, long as they notify their list of additional resources and have it checked by experts' organisation. By using web-based software library, it is possible to search and visit the bibliographic information resources in the warehouse.
2. Centres who apply for donated books should, aside from providing suitable facilities and equipment for setting up a library (with the approval of the library organisation expert), also commit to maintaining the received resources accurately.
3. If the centre's library closes for any reason, the centre should make sure to return the donated resources to the organisation.
Chapter 3: Range and geographical scope of services
Article 1: Providing book donation services to organisations, institutions, scientific and educational centres, mosques and libraries in deprived areas within Mashhad is the primary focus.
Article 2: The books donated to Khorasan Razavi province and other provinces of the country are the next priority.
Note 1: Centres seeking to exchange resources to complete their collection and the organisation are free to do so in articles one and two.
Chapter 4: The methods for selecting and delivering resources
Article 3: The authorized representative of the centre has the ability to select the resources once the organisation agrees to donate books.
Note 2: The centre's authorized representative will be responsible for selecting the book according to its topic, level and content of resources and the organisation will not be responsible for this matter.
Chapter 5: General Regulations
Article 4: Upon obtaining the license, all applicant centres are considered parties of the organisation's contract, so they operate in accordance with the rules and regulations set by the library organisation.
Article 5: In case the organisation asks for the return of one or more copies, as well as all donated books, the centre will immediately return the delivered resources.
Article 6: The donation amount from the organisation will be determined by the library's facilities, equipment, space, type and library expert's visit report to the applicant's centre.
Article 7: Old books (pre- 1941), rare, yellow spine books and prohibited books will not be exchanged or donated.
Chapter 6: Amending and revision
Changing or amending the regulations for book exchange and donation can only be done with the vice president of affiliated libraries' proposal, after confirmation by the head of the organisation and approval by the board of directors.
An introduction, six chapters, seven articles and two notes form this regulation that was approved in 267th meeting of the organisation's board of directors on 15/8/2016 and has to be done.
