Preface
Libraries and librarians have the responsibility of providing library services to the blind and visually impaired people. In light of the rapid increase in information worldwide, efforts are being made to eliminate the information needs of this group to prevent any further deepening in the gap between the blind and visually impaired people and other members of society. So, one of the responsibilities of the library profession is to support specific groups of society. The field of information technology and information systems has made it possible to prepare texts, information and bibliographic data in different print formats (Braille, Gooya, large print).
Due to the shortage of suitable facilities in society and the limitations of the blind and visually impaired people in commuting, the Organisation of Libraries, Museums and Documents Centres of AQR started building Gooya Razavi Library next to the Library of Ayatollah Haj Sheikh Mojtaba Qazvini (RAH) with the latest available facilities to ensure that this group had access to the minimum available amenities in society. By providing appropriate services, this organisation can give blind and visually impaired people the opportunity to grow and flourish in their hidden talents.
To maximize the utilization of facilities, offer and organize information resources and implement a consistent and coordinated procedure in the services of Gooya Razavi Library, the Deputy of Affiliated Libraries Affairs has created the following regulations.
Chapter 1: Definitions
Blind: According to the international definition, someone who has a vision below one tenth is considered blind.
Visually impaired: Someone who has visual impairment is someone who has less than one- tenth vision, but with the use of aids (glasses and other things), their vision can be improved to a maximum of three- tenth.
Gooya (speaking) library: The library provides blind and partially sighted individuals with a collection of information, software, and audio resources in different formats to provide informational, educational, and research services.
Note 1: The identification of blind or partially sighted individuals is accomplished by introducing them from relevant centres (such as welfare).
Chapter 2: Purpose
Through the provision of equipment and resources needed by the blind and visually impaired people, Gooya Razavi Library is pursuing following goals:
• Promoting science and knowledge among the blind and visually impaired people by spreading the study culture
• meeting their information needs
• Developing talents and improving the quality of education
• Making it possible for blind and visually impaired individuals to obtain and access study, education, and research resources by providing the necessary facilities
• Developing suitable facilities and conditions for this group of society to enjoy their leisure time
Chapter 3: Membership condition
Article 1: Blind and partially sighted individuals can apply for free membership at the library and use the services provided by presenting a letter of introduction from the relevant centres and filling the membership form either in-person or through the Gooya library website.
Chapter 4: Range and geographical scope of services
Article 2: All blind and partially sighted members across the country are covered by Razavi Gooya library services.
Note 2: Members who live in Mashhad can expect their audio and printed resources to be delivered to their homes or workplaces via the mobile library.
Note 3: Audio sources requested by members who are not in Mashhad will be sent to them either through the Gooya library website or by post.
Chapter 5: Resources, cost, and how to provide services
Article 3: This library's resources include audio books on cassette, DVD, CD and MP3 formats on a range of subjects, including educational, scientific, cultural, historical, literary, political, social and others. Additionally, it offers a collection of Braille books and software specifically designed for the blind people.
Article 4: Membership, copying and duplicating resources on CD and Flash are all services that are offered for free.
Note 4: If printed books are something that the library members are interested in receiving, the mobile library will gather information from other departments and libraries in the organisation and send it to them.
Article 5: Due to Gooya library members have a problem with commuting, it has been provided for their family members to utilize Samen's inter-library loan services.
Chapter 6: Resources lending services and regulations
Article 6: It is permissible for the member of his/ her family to access and utilize the library's resources and services.
Article 7: Members can request their requested information either in person at the library or remotely through the Gooya Razavi Library website or by phone (051-32766444).
Article 8: Any of the affiliated libraries of the organisation across the country is where members can obtain printed resources and utilize the Samen inter-library loan service.
Article 9: Depending on educational qualification, up to 5 printed books are loaned for a maximum of one month, long with audio sources in each time.
Note 5: Members who have a bachelor's degree have the option to receive 3 copies, a master degree has 4 copies and members with a doctorate have the option to receive 5 copies.
Article 10: In the event that the membership card is lost, the member is required to give a duplicate card according to the regulations and notify the library to prevent others from abusing it.
Note 6: If the missing card is found, it is important for the library to be informed immediately.
Article11: In the event of a delay in returning the printed books, members will be deprived of book loan and have to pay a fine in accordance with the book loan regulations.
Article 12: The deputy of affiliated libraries will be responsible for deciding what to do in unforeseen cases according to the regulations.
Article 13: If borrowed resources are missing or damaged, the member will be responsible for compensating the damage according to the expert opinion of the library organisation.
Chapter 7: Amendment and revision
The Gooya library regulations can only be amended or revised by the proposal of vice president of affiliated libraries, after confirmation by the head of the organisation and approval of the board of directors.
This regulation, in the 1 preface, 7 chapters, 13 articles and 6 notes, in .............. the meeting of the honourable board of directors of the organisation on the date of .../ ... /.... is approved and must be done.
