Samen plan
|
In accordance with this plan, both the Central Library and affiliated libraries in Mashhad offer their researcher members the necessary books through interlibrary loan within the set regulations.

Base libraries
|
Central Library, the libraries of Imam Sadeq (AS), Masjed al-Reza (AS), Ayatollah Sheikh Abbas Torbati, Sheikh Hashem Qazvini and Sheikh Mojtaba Qazvini are determined as the inter-library loan bases. They must adhere to the regulations and provide services to their members, as well as connect them with other libraries in Mashhad for inter-library loans.

|
Printed books from all inner-city libraries in Astan Quds Razavi (Mashhad).

Documents lending services
|
According to what is said, the documents in one library are given to other libraries as loans.

Documents image services
|
Sending copies and scans of documents from one library to another is what this service is called.

Coordinating centre
|
This part manages the project coordination duties, which involve implementing the plan periodically, compiling and amending regulations for each period, accepting members and preparing necessary guides and lists.

|
Mobile library
|
The library is responsible for preparing the original or copy of the certificate from libraries that are members of the Samen project, based on the members' requests and the collected regulations.

|
Mediators
|
The Samen plan requires a person or persons to be appointed by the mobile library and perform the tasks of the library.
|
|
Applicant
|
Researchers who hold membership in one of the central libraries of Astan Quds Razavi or affiliate to Mashhad.
|
Chapter 2: General Regulations
Article 1: This project involves the participation of Astan Quds Razavi Central Library and all affiliated libraries within the city of Astan Quds Razavi (Mashhad).
Article 2: It is a requirement for libraries to provide services in accordance with the rules defined in the Samen project regulations.
Article 3: The base libraries require all affiliated libraries to report requests received from their members within less than two days.
Article 4: It is a requirement for the base libraries to submit a report of the requests received from the affiliated libraries to the mobile library within a period of less than two days
Article 5: As soon as possible, the mobile library must prepare and send the requested document's original or image to the base libraries.
Article 6: The loan period for every document is two weeks after the base library receives it, and it can only be extended once and for two weeks if it hasn't already been reserved.
Article 7: The single copies of the printed repository, the exquisite printed books, the yellow spine book and metaphysical sciences (special collections) can not be borrowed.
Article 8: The number of image pages that can be requested is limited to 50 pages.
Article 9: The money deposited into the base library is used to deduct fees for delay, copying and scanning for every member.
Article10: Visiting the Central Library and all affiliated libraries with their membership card is a way for members to benefit from their services.
Article11: When members of the Samen plan, visit in person, it is the responsibility of the determined libraries in the Samen plan regulations to cooperate and provide assistance as much as possible.
Chapter 3: Expenses
Card issuance fee: Free
Loan fee: Free
Delay fee: 2000 Rials per day
Annual membership fee: free
The organisation's tariff determines the cost of copying, scanning, printing and storing information.
Chapter 4: Membership
Article 11: Presenting a photo to the base libraries is necessary for research members in the central and affiliated libraries to receive for their membership card.
Article12: After one year and with the base library's approval, the validity period can be extended for another year.
Chapter 5: Fines and Fines and disciplinary cases
Article 13: Misusing the membership card results in the offending member being denied Samen plan services for a month, and if they repeat the offense, the membership card will be void.
Article 14: If there's a delay in books on loan, members will have to pay a cash fine in addition to being denied access to books.
Note 1: Delay of the first time: Deprivation of receiving the book is equal to the period of delay and for each day of delay, a fine of 2000 Rials is imposed for each copy of the book.
Note 2: Delay of the second time: Being deprived the opportunity to receive the book is twice of delay period and for each day of delay, a cash fine of 4000 Rials will be charged for each copy of the book.
Note 3: If the delay lasts more than 3 months in two times, the membership will be terminated.
Note 4: In the event that the fine exceeds the book price, the loan department manager's opinion is taken into consideration.
Note 5: Delay of the third time: The membership card will be void.
Article 15: If a member loses the book on loan, he/ she must buy the original book and give it to the relevant department official, after notifying the mediator. In the event that the book is rare, consult an expert from the Library Services Department to acquire it.
Note 6: If the member is not punctual or careless when preparing the missing books, the same measure will be taken (Note 1-5 of Article 14).
Article 16: If the book on loan is damaged or torn, the member will have to pay for the cost of binding and restoration. If the book is damaged, according to Article 15, action will be taken.
Note 7: If the book cannot be fixed, the member is responsible for replacing it.
This regulation, which covers chapters 5, article .... and notes ...., was approved by the honourable board of directors of the organisation on ../.../.... after amendment and confirmation and is valid for one year.
