Ibrahim Hafezi stated that the first page of this law text contains Mohammad Ali Shah’s handwriting and on the last page it contains handwriting and seal of Ehtesham al-Saltane, the director of the National Assembly of the time. He explained about the law that the first Iran’s press Law has an introductory text, six chapters and 52 articles; the first chapter includes the laws of printing and bookstore; the second chapter is about publication of the book; the third chapter includes regular newspapers, the fourth is about advertisement; the fifth is about restrictions and shortcomings toward people and the sixth includes trial. Hafezi noted that there are a few volumes of booklets concerning the principle of press law in Iranian libraries.
The director of the press group of the Organization of Libraries, Museums and Document Center of Astan Quds Razavi said that the first Iranian press law was approved by the National Assembly on 5th Muharram 1326 and he explained: This law was written under the French Press Act on 1881, and according to this law many restrictions on the press were taken into consideration. He added; as stated in the law, the executive of each newspaper must be Iranian, must be over 30 years old, devoid of any bad records, and mustn’t be known for corruption. Hafezi noted that this law was irrevocable until 1331 solar year. Interesting point about its approval is that all printing materials and books include this law, as well.
