Introduction
Due to the size of Mashhad, the absence of cultural spaces and libraries, particularly in deprived and remote areas from the city centre and the transportation difficulties of certain individuals, like veterans, disabled people, blind people and retirees, as well as the limited opportunity for the presence of university professors in the Central Library of Astan Quds Razavi, this service was initiated in 1998 within the Organisation of Libraries, Museums and Documents Centres of AQR.
Chapter 1: Goals
The mobile library is working towards the following objectives to promote book culture and reading, as well as expand research activities:
• Cooperation and interaction in the development and training of library services to mosques and cultural Centres' members;
• Short-term and long-term lending of books to both legal and real members;
• Donation and exchange of library resources with applicant centres in accordance with the book exchange and donation regulations.
Second: Definitions
Real members: People who do not have the ability or opportunity to visit the organisation's libraries in person and apply to use the mobile library services can become real members of the mobile library after completing the membership form, including veterans, disabled, blind, retirees and college and university professors.
Chapter 3: Membership condition
Article 1: Real applicants: A letter of introduction from the relevant organisation (veterans and disabled, medical commission approval; retirees, dignity card; academic staff members), introduction letter from the university) must be submitted by people who apply to use the mobile library services after completing the relevant form and presenting an ID card.
Article 2. Legal applicants: Organisations, institutions, scientific, educational, cultural centres, mosques, and libraries that are interested in using mobile library services must provide adequate facilities and equipment to set up the library (with the approval of the library organisation expert). Also, they should provide a valid administrative and official commitment from the relevant centre for the purpose of properly protecting and returning the received resources promptly.
Chapter 4: Range and geographical scope of services
Article 3: Real members within Mashhad (13 municipal areas) have access to mobile library services.
Article 4: The mobile library's lending services for short and long terms are open to all cities and subordinate villages located in Razavi Khorsan Province.
Note 1: Using these services is prioritized for the cultural and educational centres in deprived areas and on the outskirts of Mashhad.
Note 2: Providing services to centres outside Khorasan Razavi province is dependent on the agreement of the organisation's head and the approval of its board of directors.
Chapter 5: Resources, expenses and methods for providing services
Article 5: This library has printed books and electronic resources that can be found in the mobile library (CD, audio files and cassette tapes). Also, if possible, resources from other libraries of the organisation (central and affiliated libraries of Mashhad) will be sent to the real members of the mobile library.
Note 1: If a real member requests a single copy of a book in the Central Library's print book repository, it may not be possible to lend it to a real member of the mobile library.
Note 2: You can become a member of the mobile library for free if you meet the requirements listed in the third chapter.
Note 3: The organisation takes care of sending and returning the necessary resources needed by members of the mobile library to their workplace or home, and there is no fee charged to members.
Note 4: Applicant centres are responsible for choosing, transferring and returning resources requested by legal members.
Chapter 6: Book lending, services and regulations to real members
Article 6: Receiving and using resources and other library services is restricted to library members.
Article 7: Two copies of the book can be borrowed for a maximum of 2 weeks at any given time.
Note 1: Up to 3 copies are available for members with university and seminary master's degrees and 4 copies are available for members with university and seminary doctorate degrees.
Note 2: If no one requests it, the book's loan period can be extended by another 2 weeks.
Note 3: Manuscripts, lithographic books, single copies in the printed repository, old books (pre- 1941), exquisite objects, yellow spine books, reference and Latin books can not be borrowed.
Article 8: The organisation's time conditions, facilities and equipment affect how often and when books are delivered to members.
Article 9: Besides a fine, members who delay returning borrowed resources will also be prohibited from receiving books for the duration of the delay. The delay exceeding three times will result in his membership card being invalidated.
Article 10: If the members' resources are distorted, incomplete, or missing, they are required to cover the damage and buy the same book that meets the bibliographic specifications.
Note 1: The member will not be able to use mobile library services until the lost book is returned.
Chapter 7: Book lending services and regulations to legal members
Article 11: A letter from the legal members introduces their representative regarding the book lending and return of resources, as well as administrative coordination.
Article 12: Short-term loans of resources to legal members can vary between 100 and 1000 copies per year, depending on the facilities, equipment, region, membership history and the visit report of the library organisation expert.
Note 1: The head of the organisation must approve the borrowing of more than 1,000 copies, with a maximum of 5,000 copies for a year, and the organisation's board of directors must approve the borrowing of more than 5,000 copies for one to three years
Note 2: The centre representative is in charge of selecting, inventorying, transferring and returning resources.
Article 13: Resources can be borrowed for a short-term period of one to 12 months, and they can also be borrowed for a long-term period of one to three years.
Note 1: For institutions affiliated with Astan Quds Razavi, it is necessary to obtain approval from the head of the organisation before extending the lending book for more than one year, and for other institutions, it is necessary to obtain approval from the organisation's board of directors.
Article 14: If the loaned resources are not returned on time, the centre will be prohibited from receiving new books for six months.
Article 15: If borrowed resources are missing or damaged, regardless of the reason or amount, the legal member is responsible for compensating for the damage as determined by the library organisation's experts.
Chapter 8: Correction and revision
The vice president of affiliated libraries can propose any changes or revisions to the regulations of the mobile library, after the honourable director of the organisation confirms and the honourable board of directors approves.
This regulation, in an introduction, eight chapters, 15 articles and 13 notes, was approved in ..... the meeting of the respected board of directors of the Organisation on the date of ..../.../ 2013 and it has been mandatory to implement since ..../..../2013.
